How slight a thing might have affected the future gov- ernment of the city was seen last night when the bylaw to divide the city into three unequal and inartistic fragments was defeated. The debate showed that not a single member of the Council really wanted three wards, neither the Mayor, who spoke for the bylaw; Alderman Kirkpatrick, who introduced it, nor Alderman Hilditch, who supported it. All of them in turn announced that they individually did not care a rap whether the city had two or three or a dozen wards, All of them inti- mated that they would prefer to see the city with no wards. And yet with no convinced or convincing advocacy behind it, the city would have had three wards thrust upon it but for the chance return to the Council of Alderman Newton, whose vote just turned the scale against the proposed redivision of the city. The only argument advanced was that the proposed divi- sion brought the assessed values of the different fragments to a near-equal status. This attitude, while admittedly contem- plated in the Municipal Clauses Act, is based on a wrong con- ception of representative government. It makes dollars, not citizenship, the test of value.
