In a new country money is badly needed for roads in every corner of the province as well as money for surfacing and keeping up the trunk roads. It is for the engineers In consultation with the heads of departments to decide how much shall go to trunk highways and how much to local roads. Then the question of distribution of the amount for local roads has to be decided upon, based on the needs of the place, and also on the needs of other places. There is constant pressure brought to bear from each district but this pressure has to be resisted and each treated as fairly as is humanly possible. If Alberni had received more,, some other place or places would have had to receive less which would have been Wrong. The whole question of the allocation f road funds is very difficult but, after the needs of each communitv have been studied and compared with the needs of other communities, none but the public works authorities are in a position to decide if still more money can be expended in any particular locality.
