Tomorrow night in the Empress Theatre the curtain will go up on the first performance of the Prince Rupert Dramatic Society. It is an occasion that every citizen ought to make a special effort to honor. For many weeks past the mem- bers have been rehearsing the play, and a very creditable per- formance is assured. Here in Prince-Rupert where most of us have been attracted by the possibilities of making money, we are apt to neglect the arts of life. In forming a dramatic society the ladies and gentlemen of the society are doing a good work. Not only is the work itself good, but the object of tomorrow's entertain- ment is an added reason for attendance. The proceeds of the evening are to be devoted to the purchase of works for the Public School library. A combination of two such excellent causes cannot fail to fill the house to its capacity for the open- ing performance of the Prince Rupert Dramatic Society. A HINT FOR PRINCE RUPERT. Nothing is more encouraging in the work of developing a progressive program for the development of Prince Rupert than to learn how other cities are achieving success. One of ‘the most encouraging reports is that of the city of Winnipeg, which show how under a superintendent of construction some $670,000 has been saved the city from the prices for street work asked by the contractors. Mr. J. W. Astley, the superintendant, shows that the tenders which he submitted to the city were very close to the actual cost of the work on which his tenders were accepted, and that-in only two cases the actual cost was higher than his accepted tenders. On asphalt No. 1 pavements, the total Smount of the su- perintendent’s tenders for which was $426,021.44, there was a reduction of 7 per cent. below the figure for the same work in 1910. The total amount of the superintendent's accepted tenders for sewers was $64,828.52, and the actual cost was 2 per cent. below this amount. On block pavements the actual cost was 8 per cent. below the tenders, which amounted to $4,712.42. The actual cost of water mains was 3% per cent. below the tenders, which totaled $30.394.95. The tender for a gateway to Armstrong’s Point was $7,036.86, and the actual cost was 5 per cent. less. On bridges and repairs to bridges tenders were accepted totaling $4,000, and the actual cost was 1% per cent. lower. On buildings the actual cost was 1% per cent. above the accepted tenders of $2,500. The city’s department of construction does not make competitive tenders on plank walks, but the estimated cost was 5 per cent. above the total actual cost of $35,522. On artificial walks the work was done for 3 per cent. less than the accepted tenders of $19,485.50. A suggestion of particular interest to Prince Rupert is contained in the statement of Mr. Astley that a sum of $15,000 was saved to the city of Winnipeg last year by the city owning and operating its own gravel pit. Sixty thousand cubic yards of gravel were handled during the season at a price of 50 cents per cubic yard less than it could be purchased for from con- tractors, and yet leaving a sufficient margin of profit to pay for machinery as required. Gravel is a material of which the city of Prince Rupert will require great quantities. Foresight would suggest the wisdom of the city staking a few good gravel beds in the district be- for they are all gone. Alderman Clayton in the early days of the Council moved a resolution that the Council stake some coal lands. This was not adopted owing to the risk and un- certainty connected with coal stakings and the expense of prov- ing coal measures, These objections do not apply to the gravel, of which the city is bound to become a ‘re user in years to come.
