By changing the law in this respect one of the difficulties in the matter- of interprovineial competition would be eliminated. It is unfair to the provinces that treat their labor well to have to compete in the same country with nrovin- ces where wages are low and hours long. Doubtless much or the opposition to any change comes front employer in terests that may be adversely affected. Should it be impossible for a change to be made in this respect, it would seem correct for individual provin ces to prohibit from sale goods manufactured in provinces era marKet wouici. ue oy paying a similar wage to that in the west. Naturally, this would cause ill feeling. The better plan would be for the federal government to arrange all these matters. CITY SINKING FUNDS So' far as the provision of sinking funds is required the credit rating' of the city has been restored. The commissioner announces that the fund has been brought up to slightly over three hundred thousand dollars. This amount will have to be increased each year. In order t) insure that it is paid regularly, the sinking fund is fot warded to Victoria. The probability is that in future all affairs of municipalities which have defaulted will be scrutinized by the department of municipalities much more closely than in the past. Money bylaws should not be allowed unless the municipality maintains a proper standard of financial safety and unless a proper price can be secured for the bond issue covering it. In an address last week the City Commissioner showed1 how costly to the city today is the debt' incurred many we have the .money with which to pay for them.
