Edgar Hoover, head of the United States federal Bureau of Investigation, announced last night that Peter Anders, arrested at Santa Anita race track last Friday, had confessed to the kidnap-slaying of Charles S. Ross, wealthy retired Chicago real estate rnan, last September. Hoover said that Anders had also confessed to killing his kidnap-associate, James Atwood Gray. More than $14,000 of the ransom money had been recovered, Hoover said. Ross was kidnapped while enroute home in a car. Ransom in the sum of $50,000 was demanded and was paid October 8 after which Anders shot Ross and Gray, Hoover said.
