MANSON, M. P. P. Before everything else is forgotten in the excitement of the municipal election, it would be well for some of the representa- tive bodies to remember to meet the member for Skeena and instruct him as to the demands of Prince Rupert. It is true that Mr. Manson’s duties as Mayor will keep him here until after the opening pf the Legislature, but it is likely that he will desert the city to attend to his legislative duties, as he has done on every previous occasion where the duties of the two positions conflicted. This will mean that Mr. Manson will leave the city before the municipal campaign is completed, and as a modest man who does not like to give anybody trouble he may slip away uninstructed and come back again bringing } nothing with him. Last year Mr. Manson succeeded in obtaining a grant of only $225,000 for public works in the whole Skeena district. To make matters worse, he expressed satisfaction and pleasure at the amount, instead of raising Cain at the paltry sum. : If such a thing is attempted this year Mr. Manson should be instructed to point out to the Government that the Skeena ') district gives millions to the treasury in taxation. He should tell them that the-Queen Charlotte Islands alone give a sum in excess of- $600,000. He should demand that, dollar for dollar, ‘the money that is exacted in taxation from the settlers in these northern wilds should be put back again in public works in order to develop the wealth of this district. The Government last year made extensive appropriations for works of a largely ornamental character. While the settlers the Skeena district have to buy school books for their children, the Province is putting by millions to establish a university. The _ university is to be situated at Point Grey. The Province made elaborate expenditures an insane ‘asylum. The asylum was established at Coquitlam. With great _ forethought all the Provincial Members were invited to be present at the opening. Big expenditures were entered into for a Pro- j ' vincial jail, also to be built in the south. Now it is proposed to ’ expend large sums on a museum to be built at Victoria. These works are being largely built on the money that is extorted from the settlers and dwellers in the Skeena district, who themselves are suffering for lack of roads, for lack of a proper land clearing acheme, and for lack of assistance to develop their holdings. In regard to Prince Rupert Mr. Manson will have even greater cause to make bold demands on the treasury. Not only ') do our citizens pay taxes to the Provingial Government for which | they get nothing in return but a receipted bill, but the Provincial BY Government is the largest absentee landlord and land speculator ‘in Prince Rupert. Its wealthy holdings here have been made _wealthy by the effort of Prince Rupert citizens, yet the Govern- ‘ment does not even pay a dollar in taxes. Rupert have to pay the taxes on the Government lots. The Pro- vincial Government wharf that was heralded as a gift from the Government to the citizens turns out to papel on the Government’s part. with ‘dividends for itself from the pockets of the people. : To redeem himself and to redeem the Government, Mr. ' Manson must ask for the Skeena district an appropriation at least three times greater than last year. In addition, for Prince Rupert he should secure the building of a road around Kaien Island and a road to the top of Mt.
