WEDNESDAY, JAN. 3 MR. MOBLEY’S RETIREMENT. It is a matter for sincere regret that after preparing to make ‘the necessary financial sacrifice Mr. Frank Mobley has felt obliged to withdraw his name from nomination for Mayor. The cause for regret is the greater because his objections are so well founded. It would be a mistake for himself or any other man to enter upon a position of authority without the necessary sup- port to enable him to realise the program of reforms he had set out to secure. 'The tragedy that stalks in the wake of the average American municipality is apparent in smaller degree here in Prince Rupert. Our ablest men their private affairs, and the corporate business cannot secure their services. The men of marked administrative ability plead that they cannot afford to neglect their own affairs to enter publie life. The civic adminis- tration is left to take its chance. Very often the chance lies only -hetween a fool and a knave. are engrossed in ; ' Under these circumstances it is offen the habit to seold the i business men and accuse them of a lack of public spirit. This is hardly fair. Charity begins at home. William Pitt saved jurope and ran himself into the bankruptey courts. But Pitt j was not a married man, and then Pitt was Pitt. Cobden built up a great weaving business before he entered Parliament to repeal the Gorn laws. He repealed the Corn laws, but lost his business and had to accept a public purse from the people of England. The civic. corporation cannot expect to secure the service of first-class administrators for a salary less than a decent bellhop’s tips, and it will be several years before we have a leisured Class of retired business men who will be available to offer fheir abilities to the city for the sake of serving the public. It is superfluous here to point the lesson of the one way to guarantee expert business administration to the city, or to ex- press regrets that the one candidate whose business experience and municipal experience made him especially desirable at this | juncture, has been obliged for lack of proper aldermanic support | to decline the honor offered him. A Mayor may be useful in initiating policies. He can become effective at blocking policies. But he cannot pass legislation or even vote on measures except on those rare occasions when he | P.O.
