CANADIAN PENITENTIARIES The Archambault Royal Commis?ion, in making its report on Canadian penitentiaries, does not mince matters in Diaming tne personal administration of Maior .General xj. iu. unnunu, me presiuent superintendent, as being in a large measure responsible for internal troubles that have occurred in the penal institutions of the' Dominion since his appointment. It is to be expected that he will be re- moved as recommended by the Commission. i Apart from the personal aspects of the Commission's' report, some important recommendations as to penitentiary administration in the country are made by the Commission. Some of these deal with the form of administration while one of the most interesting is tw wIupV. advocates the centralization of all penal institutions under federal control. With handling of crime generally a federal matter, this would appear to e a logical step to take and one which will probably be. implemented. It would relieve the provinces of a responsibility and expense which naturally should be in federal hands. Sixty-five per cent of women college tfnul nates remain unmarried. A clever lass will conceal her mental superiority until it is loo late. ABBRIIART SLAPPED AGAIN Two acts of the Alberta Legislature that is, of the Aherhart government have been disallowed by the federal government. Outside of the province of Al'berta, the two measures the Home Owners' Security Act and the Securities Tax Act are of little significance. Nevertheless, the disallowance of more Aberhart legislation by the federal authority is of general interest. From a political standpoint, it is difficult to say whether this federal disallowance will hurt or help the Ai-berta Premier when he goes to the people. He will cam paign on the cry of persecution from Ottawa and may easily develop a heavy protest vote just such a vote as placed him in office at the last election. Federal disallow ance may, therefore, have its repercussion in a political way. The Dominion mortals last night wnen he pitched his second consecutive no-hit no- irun game as the Reds defeated the, 'Brooklyn Dodgers at Ebbetts Field iby a score of six to nothing. There have been others, including the great Christy Mathewson, to pitch Itwo no-hit no-run games but nevei before has it been done in consecutive games so this is a new Vander Meer had pitched such a game against the Boston Bees. The lyoung left ,hander was the epitome of.cqntrol until the ninth when he showed signs of wlldness and filled the bases with three walks. There was a move to take him out but the crowd demanded that he be given the chance to make another no-hltter. Leo Durocher was up and had three balls and two strikes, finally popping out to retire the side. There was howling excitement and the crowds surged on to the grounds and virtually mobbed Vander Meer with admiration.
