The coup was carried out during the time when Premier Mackenzie King was away holidaying in the United States. Much pressure was brought to bear both in the cabinet and without and, had it not been that the Prime Minister hurried home in time to prevent it, the necessary .permission might have been given. The same correspondent hints that, after the Rowell Commission has reported, it is quite possible that the people of the Dominion may be consulted before the rec ommendations are put . into force. He suggests that the' Dominion has drifted far from the course the Fathers of Confederation plotted for it. The idea of a strong central federal authority has failed to be realized, the provincial power having magnified itself at the expense of the federal. It is thought that the Rowell Commission may fescue the ideal of the framers of the constitution. The issue is whether Canada is to be a country of loosely knit provinces without any real central authority or whether Canada shall be a real nation with a central authority and that the provinces be secondary as was originally planned. It is suggested that the provinces have been spend- ing to much money and have increased the debt of the nation to an extent never intended. Canada has had to bear the cost of war pensions amounting to approximately fifty million dollars annually and the railway losses amounting to about the same sum. The final summing up of the despatch will be found interesting: "In spite of the best efforts of the Hepburns, the Ab-erharts and the Duplessis to poison the minds of the public the conviction is held federally that the Rowell Commission report will be given the reception that its intrinsic national value will merit." Evidently Mr. Hepburn is an astute politician and he has manv friends both in the Ottawa cabinet and outside and he is spoken of as a possible successor to the present Prime Minister. At this distance it seems as if the latest coup will have strengthened him with various financial interests but injured him in the eyes of the majority of the people of the country.
