Monpay, JAN. 8 Among the numerous contributions to the platform discus- sicns upon the vexing question of how most equitably to conduct the city’s public works one of the best is that of Mr. Bullock- Webster, aldermanic candidate in Ward 2, who asks that the prices for the station work on the hydro-electric scheme be set by the engineer and not be subject to competition among the gangs. In this Mr. Bullock-Webster is really only pleading that the ordinary customs in station labor be observed, and that real station labor be practised in the city. To invite groups of laborers to compete against each other is not station work—it is merely a pauperisation of the contract system. Competition of that kind is apt to be more cut-throat in its nature than in that between regular contractors, who are less liable to make errors of judg- ment and calculation, or to take long chances in bidding on the work. The ratepayers do not demand that the waterworks system be built by cut-throat competition. They do ask that it be well done and that the price paid be not above a fair market price for good work. Competition below this is not in the best in- terests of the residents here. Losses if made by station gangs are too liable to find their way through the account books of the city tradesmen in the form of bad debts. A sufticient: guar- antee to the citizens should be the figures furnished by the City Engineer's staff as to what is a fair and reasonable price to pay for the various sections of work to be done, As an alderman, Mr. Bullock-Webster, like many of his rivals, is an untried quantity. The stand he is taking to have the city’s alleged station work done on real station work prin- ciples is an indication that he is bringing some real thinking to bear on the city’s problems. This is a point to be remembered in his favor on voting day. A QUESTION FOR OUR NEXT MAYOR. Alderman Newton has asked for written questions to be answered by him at his meeting tonight in the Empress Theatre. Here is one for a start in regard to Plank 4 asking for a hydraulic fireboat to be used also for towing the garbage scow out to sea, etc.: Suppose a fire broke out in the Empire office some stormy afternoon when the hydraulic fireboat was four miles out at sea with a flood tide and the wind abeam, and the admiral of the sniff yacht seasick. (1) How would Alderman Newton communicate with the hydraulic fireboat? 2) Should the captain be instructed to bring the scow back with him or to cut her adrift and leave the admiral to an AWFUL FATE? (3) What would happen to the Empire office and the busi- ness section between the time the fire broke out and the time the hydraulic fireboat got back to port? To send your New Year’s present now. A passing reference to Alder- man Newton's use of the phrase “parliamentary language” brought down on Alderman Hil- reproachful eries of “salts, Oh!” which he took with a whimsical smile and went on to refer to the waste of time in discussion of minor points of Alderman New- ton, who wanted to entirely dis- regard parliamentary rules of procedure. “I am for free and open discussion always of the question at issue, and the ques- tion at issue only,” expressed Al- derman Hilditch’s view on that point. “You bet,” Said Audience. “T don’t know much about the licensing or Police Commission- ers in this town, Still IT have been in close touch with them,” admitted Alderman Hilditeh. “You bet!" exclaimed more than one in the audience. ‘I think this city is as well ruled and orderly from a police point of view as any,” he continued. “‘I have my- self often looked into the police court of an evening only to be told that all was quiet. There was nothing doing.” (Laugh- ter.) Answering Charlie Hunter's question, “What about the men who were put in prison without a chance to speak?” Alderman Hilditeh went right back to the first labor trouble on 8S. P. Me- Mordie’s contract. He declared the whole dispute started there and it was due to a in the contract which allowed more than eight hours to be worked at no fixed wage. Without Hunter’s question, a description of the famous “Rainbow” meeting in Alderman Vernor Smith’s office, and ac- cused Alderman Newton of havy- ing done absolutely nothing then on behalf of the workers he now championed. Called It a Lie. Still on the strike question, Al- derman Hilditch went on to say that the City Engineer was arbiter in terms of the contract and that had the lawsuit not been forced on the city by the contractors and their lawyers the accounts would have been settled just as two had recently been settled. “That is a lie!’ called one of the Watson Bros. from the back. “Before we ever went to a lawyer you would not talk to us.” Ignoring the interruption, Al- flaw directly answering he went into derman Hilditeh condemned the contract system and said: ‘We have had less trouble with day labor and got more satisfaction out of it than we have over the contract system.” (Cheers. Charlie Hunter then came in with another question: “You won't have to take half an hour to answer it,” he said meaningly. “Are you prepared, to make 45 cents per hour the mini- mum date and put it in black and white on the statute book?” Replying rather undecidedly, Alderman Hilditch said he stood for the maintenance of the pres- for ent scale and saw no reason changing the terms of the con- tract clause or statute book on the point. This concluded his speech, and the field was left open for thirty minutes for Al- derman Newton, Flat in Rand Block, corner Sixth Avenue and Fulton Street.
