IMPROVEMENT IN SOUTH The July monthly bank letter of the National City Bank of New York mentions the rather unexpected rise in the markets in that country. An improvement was expected in the fall but not this soon. The letter shows that the retail stocks of goods are down and that buying is increasing. While no one can see far ahead the letter strikes an encouraging note and indicates that even the conservative-minded bankers are seeing improvement. CHANGES MUST COME During the days of the great depression in or about the years 1930-31 all sorts of reforms were suggested in almost all countries. There was a feeling everywhere that great changes were coming and that it was very desirable that governments of all countries take action to prevent similar ruinous depressions in years to come. Then as improvements in conditions came, people forgot the suggested changes. The Townsend Plan went by the board, the Social Credit scheme was discredited, the Technocrats no longer reached the newspaper headlines. All freak schemes and parties began to lose their grip. The world was returning to normal. What we often forget is that changes are bound to come. Our system is anything but perfect and adjustments must be made from time to time to meet particular occasions. There is no such thing as standing still in this World. Movement is incessant and stillness means death.
