MANAGER FOR CITY This Plan for Philadelphia is Being Urged PHILADELPHIA, Oct. 17. Adoption of a "City Council-Manager" plan of government for Philadel phia, as urged by the City Charter Commission, would give promise of more efficient and economical ad-j ministration of the municipality's business, according to the Bureau of Municipal Research. In describing the proposed new government machinery for the city the bureau emphasized that'the ef-j fectiveness'of the plan will depend j on the calibre of men elected to the city council which body will select the city manager. The proposal eliminates the elective office of mayor and places all administrative duties of the cityr government in the hands of thej city manager. A mayor, without! the right to veto and charged with, the appointment of the personnel! of various commissions and boards, would be selected from the mem-1 bership of the city council. White he would be president of this body, the bureau pointed out, his legislative power would be limited to the sne vote accorded all councilmen. "How this plan would work in Philadelphia," the bureau asserted, "can no more be foretold than how a new macmne win- worK. m any ) case much depends upon those who will no the operating. This proposed governmental machine is of the latest model, Is of approved design, and has produced excellent results in other cities. PRICE: 5 CENTS OBJECTIVE OF DRIVE AMBITIOUS Japanese Planning To Capture Canton, Hankow. - .nd Swatow TOKYO, Oct. 17J Japan's great new offensive in China has as its objective the taking of Canton and Hankow within two weeks, it is said in Japanese military circles here. (JJ A fleet is also assembled off Swatow on the South China coast and it is expected that important port will soon be placed under siege. Landing forces yesterday took over two portions of the important Canton-Kowloon Railway not far from British territory near Hong Kong. The vital railway line may now have been cut in more than two places by the Japanese. One column, landing on Pearl Kiver delta, cut fifteen miles north of Hong Kong while another, driving westward, cut it midway between Hong; Kong and Canton. Today the Japanese announced they had straddled the railway at several points. Other forces crossed the East Ilivcr, after capture of Waichow, and fought their way to within fifty miles of Canton where it was indicated the drive was today meeting with the first serious organized Chinese resistance. Canton is under martial law and evacuation Is general Hundreds of hamlets are razed and burning. The Japanese invasion of South China sweeps on with what military observers consider amazing rapidity.
