This is borne out by the announce- ment of the new telephone rates in Winnipeg, under which a business telephone worth $50 a year in Toronto will cost something like $300 in Winnipeg. The whole province is up in arms over the proposed change of rates, and the enemies of public ownership in this country are making capital out of Winnipeg's plight. As a matter of fact, the province of Manitoba owes it to herself and to the rest of this country to make good on this venture. It is said that the province paid too much in the. expropriation of the Bell Telephone Com- pany. It is alleged that the city service in Winnipeg is taxed to make up for political jobbery ip the country and for the giving of free telephones to Government friends. These allegations may be incorrect, but it be- hooves the Hon.
