TUESDAY, JAN. 30 The Federal Civil Service Gommissioners have issued an| interesting report which shows that the departments are finding| some difficulty in obtaining qualified applicants for vacant posi-| tions. This fact shows the great change that has come over| the inside civil service of Ganada since the system of competitive examination for admission was introduced. Formerly there were more people looking for jobs in the civil service than there were places to be filled. Ministers and members of Parliament were pestered and pursued by people of all ages seeking clerkships, | and the change seems to mean that qualifications based on party| service of applicants and their friends are more common than| those based on education and fitness. Even for the third or lowest division, members of which are not in the line of pro-| motion to responsible positions, and are required to pass but| easy examinations, the list of candidates is not inadequate. But! in the second division, for which the examination covers higher) academic subjects, the field is much smaller. The Commissioners are of the opinion that the salary of! $800 which is paid at the beginning to those who enter the} second division is too low to attract university graduates.
