It will be very Interesting to those who study things to watch the development of this new form of administration in Italy. If It proves a success over a term of years it will undoubtedly spread to many other countries. In that country it must be remembered that all governmental activities are regulated from above, just as they are in Russia. , In both countries the systems look all right on paper but they are not yet what they would seem to be.
