Now we are nittsd against different kinds of governments and different systems and most of us are agreed that we would very much dislike to live in those countries or to have to submit to governments such as they have there. Canada and the British Empire are very imperfect They are in process of development. We are working out1 problems concerning ourselves particularly and the rest of the world indirectly. In this matter of working out and testing systems the British have always led. Thev formed P f re-e Parliament. the first responsible government and a they still lead in social services, in unemployment in- aiwtx aim, particularly, m security. Some people do not'like the British system but they do not have to live in Canada or in any other British country. There are plenty of other places where they may live if they wish. All that is asked is that, if they continue to live here, they conform to the British ideals and the Bntigh institutions. Many of us have tried to bring about changes in the Canadian svsiem of doing things, believing that we have not reached the condition of ultimate good. Since the war is on us, the present period must be one of relaxation of any efforts to bring about changes. All efforts must be bent to winning the war. We are citizens of Canada and if it is found that, in order to win, the country needs all our man power and all our wealth, it is quite in order for the government to take it.
