From whatever source comes an effort calculated to be of public benefit and to better existing conditions it is to be wel- comed; the partisan spirit entirely eliminated and the old adage “Never look a gift horse in the mouth” strictly adhered to. It is with this non-partisan sentiment we congratulate Hon. J. D. Hazen, minister of marine and fisheries, on the well directed efforts he appears to be making to better conditions in regard to the fisheries. That he carries out his promises, as he prob- ably will, means much to the people of Northern British Co- lumbia generally and to those of Prince Rupert and its vicinity in particular. There never was such a bountiful fish harvest in Prince Rupert waters as at the present time, but we would have many more white fishermen engaged as fishermen if there was a ready market for their product. Of course this will regulate itself later; the operation of the Seal Cove plant and the Doughty plant on Porpoise Island will be aids in furnishing better market facilities for white fish, and with this part of the industry Minister Hazen does not appear to have dealt. In a general re- vision of the whole industry, however, he will probably find certain betterments to make in regard to this. Salmon is the only fish so far that has called for govern- ment regulations, and more particularly in regard to its con- servation and reproduction as a sea food. The Minister finds that all these regulations and directly in favor of the cannery man and discriminate most unjustly against the fisherman. He declares that the latter are in no better condition than serfs, as they are entirely at the mercy of the cannery men, the latter taking just what fish they then require irrespective of the fisher- man’s catch. This, he declares, shall be abolished. Also, no licenses are to be granted men in mercantile pursuits to be farmed out to others for large sums. These are reforms in the right direction and may carry many other betterments in their train. Sir George Doughty's first talk in this country about the fishing industry on this coast, when he was here nearly two years ago, was very much quoted at the time and perhaps has had some influence upon the Minister in his desire to build up the fishing industry genegally. Sir George then said that the building up of the fishing industry would mean the engagement of a large number of citizens as fishermen and among them and their sons would be found the needed nucleus for the manning of the proposed Canadian navy. The political party which presented Minister Hazen with his portfolio has placed the Canadian navy on the topmost shelf of a very dark closet for fear Bourassa shal] find it and muss it up, so it is not likely Minister Hazen will have the temerity to disturb the gathering dust upon it no matter how much he may have been influenced by the sage, statesmanlike remarks of Sir George. But what interests is that not active enterprise of the English baronet must tend to largely increase the white population of Prince Rupert, which to our direct benefit in a like manner to the measures proposed by Minister Hazen to prevent the cannery men from discriminat- ing, as they do now, in favor of Jap fishermen. Wilfrid Doughty stated yesterday, just as he was leaving for Vancouver, that his company intended bringing some families of fishermen from the east coast of England here, and also some of the Newfound- land fishermen. This means the starting of an immigration of workers to this centre and must be of immense public benefit.
