Monpbay, FEB. 26 DaILy EDITION. “PREMIER M’BRIDE’S DECEIT.” Under the above caption the new Liberal morning paper of Vancouver, the Sun, gives a long expose of the much vaunted railway policy upon which Premier McBride is appealing to the country with apparently every confidence in success. But the Sun does not share this confidence, and asks that the public pay the closest attention to the railway program, in order that the deception practiced by the cabinet in the matter of guarantee of the Canadian Northern Pacific Railway bonds should not again be repeated. It says thus: A consideration of the conduct of the government in its previous arrangement with the Canadian Northern will show not only was Mr. McBride guilty of misrepre- sentation and of deceit in dealing with the province, but that he exposed the people of British Columbia to a much larger risk in guaranteeing the bonds of the rail- way than they are aware of. In his speech delivered in the Ancient Order of United Workmen hall in Vic- toria, on November 29, 1909, the premier said: ‘*What is it we are going to guarantee? We are guaranteeing thirty-year bonds to the amount of $21,000,000, bear- ‘ing interest at 4 per cent. We are guaranteeing $35,000 a mile for the construction work in the prov- ince. As an evidence of faith that the Canadian Northern Railway will carry out its contract with us, we wil] secure from the company a deposit in cash, or a proper bond amounting to $500,000.” In the light of the premier’s statement on that occasion, it is interesting, it is somewhat painful, to read his answers to questions asked in the legislature by Mr. Brewster on the thirteenth of the present month. In neither case is Mr. McBride’s answer to these ques- tions of a natufe to satisfy the people that he is to be entirely trusted in making other agreements of this nature for them. In respect to the bonds, it will be observed that there is an unconditional guarantee of both principal and interest and that the bonds are made repayable in 1950, that is, Premier McBride, instead of guaranteeing thirty-year bonds of the railway company, guaranteed forty-year bonds. He thus exposes the public of British Columbia to the risk which they have assumed in this matter for a period of ten years longer than he told them he would, or than they expected. The liability is one, it is true, which they may never be called upon to assume, but it is a liability nevertheless, one which they cannot repudiate and one which, for aught the public knows, may be a source of great em- to the province. : barrassment BORDEN’S NAVAL POLICY A.
