That is a forward movement that is of I great moment to the British Empire. It will be a great encouragement to the people of Great Britain and will show the world that the countries of the British Empire are a unit in the winning of this war. While the government has power already to compel service, that power is not being invoked. Parliament will act and act quickly and it is expected that registration will commence very soon. Conscription of men will be for home service only but those who wish to do so may volunteer for overseas service. Many people have felt that the government should have acted along these lines before this, but there was also a strong feeling against it in some quarters and only the evidence of real need has made the move necessary. EUROPEAN SITUATION No person seems to know just what is the present European situation. It seems likely that France will accept the terms offered by the axis powers, although it is too soon to say exactly what is going to happen there. There are indications that the French Navy is putting itself beyond reach of Germany and, if reports to that effect are to be believed, many of the planes have flown acrss to Africa. Russia seems to be threatening Germany on the east and, if Russia goes in on the British side, so will Turkey. The Balkans seem to be divided. Great Britain and the other Emnirp cnnnrripc inr1nr1- ing Canada, are determined to fight it out to a conclusion, luiiimuii. Liiat mey can eventually win. in tnat attitude they have the backing of the United States to such an extent that they are accused of forming an Anglo-Saxon entente.
