PROGRESSIVES ARE NOT WIPED OUT. In the matter of the Progressive Conservatives of Prince Rupert we are assured that it is not a case of the phoenix arising from its own ashes; that it is not a new association but is the old one in ail its pristine vigor. We are further assured that it is not a case of being bought off fer the election and the debt having since been repudiated. The Progressives claim that they stilt are a strongly combined political body whose aims, efforts and objects are the betterment of political conditions in the province. . That they are stiii fairly: well organized was shown by the numbers who put in their appearance at the informal meeting held on Tuesday evening. The question before them’ was whether they should or should not attend the special meeting of the Conservative Association for the purpose of considering new bylaws. It was at first felt that the Progressives ought to be represented there because William Manson had promised at the alleged amalgamation before election that the executive should be equally divided between the Ring Conservatives and the Progressives. But there were some among them who argued that the Conservatives having. taken no action since to carry out the agreement of amalgamation the Progressives would have no right there. These were in the great majority, and Mayor Newton was one of their leaders. There were still a few, however, who felt that for per-| sonal reasons they ought to attend the Conservative meeting. Here the Mayor again showed his abnormal gift for switching principles, whether on social questions or on politics. He also would go to the meeting of the Ring Conservatives. His mem- bership pledge as a Progressive had to give way te principle. Of course. His course during the last year’s council was against the Ring and against William Manson as the ring master. But his principles remained the same. In the recent election he was a strong supporter of the ring master; and his newspaper, the Empire, was the ring master’s most fervent apologist. But Mayor Newton’s principles remained the same. They have never been impugned with success. There are hard-hearted, unsympathetic citizens who that Mayor Newton's principles are as the lively flea, “skipping where no life can be,’ and that you cannot put your thumb on them. But this is too frivolous a point of view to harbor for a moment on so solemn a question as that of principle. We un- hesitantly aver that Mayor Newton has principles—lots of them —changes they oftener than he changes his coat.- He went to the Conservative meeting Tuesday night as a Progressive. E Informtion was brought by the George yesterday morning of the sudden death of E. C. Hawkins, the eminent railway engineer who built the White Pass railway from Skagway to White Horse and also the Copper River railway from Cordova, Alaska . He died in New York City last Thursday after undergoing an operation. His family were at the bedside at the end. It is just about a year ago since his intimate friend and partner, Contractor M. J.
