EDITORIAL Another Bureau Proposed - - - An effort is being made to turn this democracy into a bureaucracy. As one example of this we mention the agitation in certain quarters for the appointment of a new bureau to handle the work on the highways of the prov ince. It is ratheV art attractive idea at first sight but an expensive one. The tirodosa! is to hand over the construction and maintenance of the highways to a new organization to be caiied a highway commission. This commission would be appointed by the government of the day, whatever party hapiened to be in power, and wduld naturally be composed of friends of the government. The spending of the money would be handed over to them and yet they would have" ho responsibility as to the raising of the money. Today the highways are being kept by an organization known as the public works department It is the duty of this organization to get as much work done as possible vith the money available. Unfortunately, for some years past there have beeri men who could not secure work and the public works have suffered accordingly. It has been looked tlpon bv some as relief work. It is not fair to judge the Dubhc works department bv the work done with relief labor. We are not reflecting on many able men who have! from time to time been employed on public works. Ls-j uaily it has been the custom to place men who were unable to do a good day's work between the capable men with the idea of stepping them up. Sometimes it had the effect of stowing down the whole gang. If a highway commission is employed this below par relief labor will have to be employed somewhere so there will b no real saving. Political Aspect - - - Under the present system the money voted for" the hibways is apportioned among the political constituencies according to their needs. If a commission were ap-pointed it is presumed that this appointment would be set a5ide and, as the commission would be largely representative of the big centres, the money would be spent to provide fine automobile roads for the benefit of the big ceh tres. Districts like those of northern British Columbia would find themselves neglected. As a matter of fact, the appointment of a commission prestfmes the spending: of more money ori the highways and this would mean higher taxation. Suppose a conl-rnissibri of three men were appointed. They would if they were competent erigiheers, be paid at least $5,060 ea"ch or1 $15,000 for the three. They would still need the same or similar local engineers and road foremen and there is no guarantee that the commissioners would be any more ef ficient than are the present heads of the denarthierit. The present heads would still be needed to check up on the Com mission. The people choose a certain group to handle the affairs Of the nrOVlrice. They hold them responsible for th conduct Of affairs. They would not be responsible if the work were done bv an independent Commission. At one tirhe the Liberal Party adopted the highway commission idea ak its. policy.
