Knight, district director of immigration and naturalization. The regulations also are applicable to all persons sailing on ships that go to deep water and fisher men who go to offshore banks. that persons leavlne Ketchikan an5 American soil report to immigration authorities, went into effect recently.' Persons who do no so report. Mr. Knight said, are subject to a maximum fine of $10,000 and a maximum prison term of 20 years.
