'From the above tptal $24,559 was written off as bad debts, etc. No doubt this write-off appears abnormally large but our account ing practice is to charge full rates for everyone entering the hospital whether they be indigent cases or otherwise. 'Other revenue amounted to $25,293 made up of provincial and municipal per capita grants, x.ray laboratory and rental from the old hospital building. "Free service is definitely an unavoidable expense and there can be no criticism directed at the board for this loss. On the con trary, it is a subiect for commen- datlon for the very excellent work done among poor persons in need 'of hospital treatment and, as far ias we are concerned, the expense of 'free service' is met. at least ,in the aggregate, by the statutory :grants from the provincial gov-crnment and the city, In some cases.
