He was born on a farm In Mansfield,., Dufferin County, Ont., Nov. 23, 1872, and after the usual training which comes to boys on farms, he studied at ani graduated from Ontario Aicultural College, duelph, Ont. His initial venture was in agricultural journalism and between 1902 and 1004 he served as editor-in-chief of The Farmers' Advocate, Winnipeg, He then entered the service of the Manitoba government, becoming denuty minister of agriculture and immigration, and in 1005 organized and became president, of the Manitoba Agriculture College, the first institution of its kind in! western Canada This position he occupied until 1915 when he wns appointed commissioner of agriculture for Canada, later becoming chairman of the soldiers' settlement board. In 1921 he was appointed deputy minister, depart ment o"f immigration and colonization, for the Dominion govern ment. With the development of the Canadian National Railways and the initiation of a special department o f colonization, Mr. Black accepted an invitation to join the railway service and in 1023 organized that work and began as European manager of the department of colonisation end development with headquarters at London, Eng. This work expanded and in 1925 Dr. Black was named as diretcor of the department and established offices in Montreal, continuing In charge until his retirement, December 31. 1933.
