Enlistments In Fighting Forces A great many Canadians are .opposed to.enforced national service because they do not like to be f orced to do anything. They say that the voluntary method .of -enrolling men for service either in this country or overseas is the only proper method in -a democracy. We are told 'that to force men to serve is to imitate the totalitarian states. Further it is argued that, if there .Is a vigorous recruiting campaign, sufficient men ean .be .secured without forcing men who do not .want to enter the army, navy or air force. The chief argument used against national service is that it is opposed by the French-Canadian people. These people have been enlisting just as freely as other Canadians, an indication that they ;ar.e notopposed to serving in defence of Canada, either 'atfhome or abroad. The argument in favor! of a system of conscripting for national service is ihat.it Is Uie natural tJjfn.iJ'for.people living in a country to wish tjo defend it. It is the system adopted in ueh (Countries a? SmtzerJamd wnich are said to be the most democratic in the world. Under .that system all share alike in the country's defence. Every man is taught to be a soldier andi is able to join one of the national services if called upon to do so. It seems like the fair way of enlisting young ben. Under the presenf method it, is not unusual to see whole families of boys remaining at home, taking advantage of the high wages prevailing'in war time and taking no part whatever in the defence of the. country. On the other hand we see men with wives and families joining one of the services and drawing allowances for these dependants. If anything happens to the men the cost to the country in pensions will be very high. We have always felt that the system of compulsory service is the correct one but,.under the conditions in which Canada is divided, it is quite possible that, as Major Sutherland recently argued, the unity of effort was much more important than the equity or otherwise of the method used. It looks now as if we shall soon be ready for complete conscription. Already .young men of certain ages are taken and trained and most of them ypluntr for overseas service. Possibly no further 'legislation will be necessary than that already in use. It is just a matter of enforcing the present law.
