As we suggested yesterday, civic problems might I seem to be just a little inconsequential these days com-j nnrpfi u'irh fhinrrs mnrp vitnllv nnrl rliiwtlv nssnpi'iti'fl I with the fighting of the war. Nevertheless, it is import- ant that civic functions should be maintained. Here m Prmce Rupert these functions are more important today than ever before. They are directly linked up with the various local war activities. The municipal administration machinery must be, kept in motion not only for the direct benefit and service of the people who regularly live here but in support of the local phases of the war effort which is already lean ing heavily on these services and utilities. In considering the immediate future of civic administration, brought to the fore because of the decision of the provincial government that we should return to local: government soon after years of commissionership, we should be interested in the form that administration should take from one standpoint only which will be the best and the most efficient for the immediate job of supporting the war pf f,ort and, after, pie war, developing the community aljmg'useful and serviceable lines. It has been suggested that the best thing to do might be to continue a form of commisskmership without wasting our time during the war on -civic elections which might well have the effect of disuniting us at a time when harmony is a most essential factor. The question then is whether the gains we might make through return to local government would be worth the cost or adverse effects of making the change at this critical time. If the only things that local autonomy bring would be petty politics and strife between local factions for per sonal or political kudos patronage for the business in terests on the one hand or the labor people on the other- 1 it would be as well to carry on as we are for the duration at least. Meantime a little discussion on the whole question of civic administration, providing it does not develop along unpleasant or bitter lines, might not hurt us even as a diversion from the more serious things that are go ingon. It never occurred to us, while we were under the fire by the Japanese, that our people at home were waging a battle to prevent us from having something that we not only wanted but also sorely needed. It is all very well to argue the merits of temperance .when you have a clean and wholesome water supply at hand but it is quite another matter when your water supply Is cut off with nothing to drink except the vilest and the -THE DAILY -NEWS filthiest brackish water which is unfit for consumption. No one who has not been through such ' extremities can possibly appreciate -what our ration of beer meant to us. Ask any soldier and he will give you the reasons in terms and in language that cannot be misunderstood. I think it will be con ceded that the, man in the field is really th competent judge. Even if It were only a whim and not a real necessity It still follows, that the soldier Is entitled to the MmpJe pleasures he experiences and the good he obtains from a cleali, wholesome bottle of beer.
