Ninety-five percent ef those easting a vote were in favor of such an appointment being made. ' L The plan a tkastim was such as to allow complete control of civic administration by a manager. An sleeted mayor and small eooaci) would have had nominal power only. We believe that conditions now demand the utmost efficiency in the operation of civic affairs and, to this end. are in favor of the appointment of an Executive Officer but with this difference: that be be at all times subordinate to the elected council. We repeat that the Mayor and Council will determine all matters relating to policy, finance, contracts and bylaws. . Realities must be faced. The war effort is making tremendous demands on everyone's time. No member of the city ootiMsl, from any walk of life, will have sufficient spare time to properly supervise the many overloaded city services. We therefor reaffirm our intention of appointing a capable official to attend to the details of the operation of the city's affairs. The tenure of his office will depend on the efficiency of his services.
