The stage is now set for another Victory Loan campaign. The minister of finance has announced the- objective $1,200,000,000 and the opening date October 18. The latest announcement yesterday described the nature of the two issues, r As far as the progress and outlook of the war is concerned, this Victory Loan campaign -appears to get away to a good start under auspices more favorable than any of its predecessors. There have been swiftly changing situations on the war fronts these last few weeks and, even before the campaign, there may be further sudden changes. We' might as well make up our minds right now, however, that, favorable as the battle may be going and even if it may seem more favorable by the time of the campaign, there will .be no reason for feeling ihat we .should let up in our response to the appeal for more and more money, There is no doubt that the enemy has decided to .hold out in the European fortress for as long a time iis possible while its agents employ every nefarious means fit their disposal to foment discord among the Allied nations with the object of bringing about a ;stalemate peace. Then, of course, there is also the "matter of Japan to be attended to. j .We are winning, it is true. Support of the Vic-Wy Loan will help "Speed the Victory" which is to Ibe the slogan'for the forthcoming campaign. ? Edouard Herriott, whose death is rejiortedwas; most widely travelled of French statesmen, with one of- the widest international viewpoints. He knew .Europe, including Russia, very well. Youthful tal-,ents gave him his start upwards. He fought in opposition until the elections of May, 1924, returned his party and its socialist allies to power. There began his first premiership. . - - Financial problems, coupled with a stinging attack jby ex-President Poincare, brought Herriot down to defeat on Good Friday of 1925. He was succeeded in the premiership by Paul Painleve, and himself j took up the speakership of the chamber. In July of ; 1926, Herriot descended from the speaker's rostrum j to combat the then Bnand-Caillaux government on I financial measures; caused its overthrow, and was , told to form a cabinet himself. ' Wis combination, however, lasted only 48 hours, due to lack of confi' dence abroad the franc was at 50 to the dollar. Then , in came Poincare again with his "national union" ! government---wherein he made Herriot, whom he ) had always admired personally, minister of educa- tion. Herriot remained in that office until 1928. The "all left" elections of May, 1932, brought ! Herriot back into power as premier and foreign min- ister for the third time. But it was a different Her-; riot a far more nationalistic one than the Herriot of 1924 liberalism, -f At the Lausanne conference jn June, 1932, he agreed to the paring down, of German reparations jto a global sum of 3,000 000.000 gold marks. And at the same time he brought off the "gentleman's agree-jment" with England, providing for closer co-opera-: tion in foreign policy. Because of his insistence that France should pa' jher war debt installment due the United States, and .at the appointed time, Herriot was overthrown bv the chamber on Dec, 14, 1932. President Lebrun offered him a chance to form another ministry, but Herriot declined, .Finallv Josenh Paul-Boncour. minister of war in the Heriot combine, was railed to constitute a cabinet ?wd accepted, taking Uerriot's portfolio of foreign affairs, ' JThis cabinet lasted only a couple of months and lwas succeeded by one under Edouard Deladier. Again Herriot was offered a place, but again declined so long as the chamber of deputies upheld the default on the American debt. But he remained in the forefront of affairs and was one of the most influential figures in France. Since the war he had been in eclipse.
