The assumption of control in Germany from Adolf Hitler by a military triumvirate will, we are told by authoritative observers, make little difference to war policy of the Reich. Indeed, it is said, Hitler has been actually out of the picture for some months. Be .that as it may, the change in control is! no sign of strength and presents no implications! which we need to feel much concern about. ) Two dictators who, no doubt, were personally .guilty in large .measure of precipitating war have j now been relieved of power. Even if these develop- j ments do not have immediate results in changing the j general course of the war policies of Germany and Italy, they are ample token of cur enemies realizing that the .tide of battle has turned against them and j that desperate measures are necessary. Battle of Sicily Ending . . Latest dispatches indicate clearly that the Battle ; & of Sicily is approaching its conclusion and may be w 'over withinthe next few days with the Allies com- jp .pletely in possession of the great Italian islarid. Thus control of the .Mediterranean is more completely ours .than it has been since the war began. There will be speculation on the question-qf what next after Sicily. It is .logical to suppose that there may be a pause probably not long for consolidation of the island's possession. "Where military strategy in connection with the Battle of Europe may call for the next move is a matter of debate. It might tor might not be :a landing on Italy proper although, if Badoglio continues to temporize .as .he is doing, Italy is reasonably certain to be subjected to increased Allied air .attack. Battle of Pacific ... General Douglas MacArthur declares that the final outcome of the Battle of the Pacific has already .been decided. Of course that does not mean that the Japanese, -even though they now be placed on the defensive, may not make thrusts, possibly quite powerful ones, in unexpected directions. The issue of the Battle of the Pacific .may .be decided, as JVIacArthur suggests, but the battle has .not been won ;and there :is -every reason to believe that a lot of fighting' must yet be done before it is won. Battle of Russia The Battle of Russia is still the largest and one of the most important phases of the .global war. If i there 'had been any doubt as to where the initiative rested, it must now be dispelled. The retreat of the Nazis has taken on an aspect that makes it clear fhat it is being .definitely planned. The Germans are now endeavouring to elude the great Red offensive rather than to resist it. The question is how Jar this retreat will go before another stand is made. ; There .have been large changes in the picture of , the Russo-Gertnan front and we who watch the war have not yet been able to adjust ourselves to the new . perspective. Federal By-Elections . . . The loss by the Mackenzie government of four .seats in four by-elections yesterday needs little commentary the significance being so obvious. There is certainly little comfort to be derived by the government. The growing strength of the socialist movement is again the outstanding feature through the 'election of C.C.F. candidates in Manitoba and Saskatchewan and an independent Laborite in one of the -two Quebec seats. The dissatisfaction of Quebec is also apparent. It is safe :to .assume now that that there will be .no general election this year.
