A communication from the British Columbia Cancer Institute at "Vancouver, an organization lor the diagnosis and treatment of cancer, read at last night's meeting of the city council, gave notice that doctors had been asked not to re-fei patients requiring social assistance to the Institute unless financial arrangements had been made first.
