After a period of very definite improvement following previous protests which had brought action, the condition of hood-lumism down town was getting back to the state where It was before. It was now getting to a point where the decent citizenship was being merely tolerated while hoodlumism held sway.. On motion of G. R. S. Black-aby, seconded by Theo Collart, it was decided to take the matter up with the police and military authoritiss with a view to preserving some semblance of decency and order in the city.
