Cassidy, Ph.D., professor of social welfare, University of California, outlines a proposal for "Social Security and Reconstruction in Canada" (Ryer- son). His book Is Interesting read ing for students of present-day and post-war economic problems. It outlines the present social se curity set-ups of the Dominion, the United States, New Zealand, Great Britain, and Sir William Bev-eridge's plan for post-war Britain, and suggests the outline of a plan to meet Canada's needs.; Professor Cassldy's outline gains Interest in view of the recent report on social security for the Dominion which was presented to the parliamentary committee on social security by Dr. Leonard C. Marsh. Dr. Marsh's report was Issued too late for comment In the book. Prof. Cassidy says "Canada's services are backward and weak In many respects" by contrast with many other social security sys tems, and that building an ade quate system "will be even more difficult In Canada than In many other countries." The book outlines the findings of various commissions in the DominionIncluding the report on Dominion-provincial relations by Rowells-SIrols Commission. Some Expectations Prof. Cassidy says there are two major premises. First the social security program must be supplementary to a national economic policy aiming at full employment and agricultural prosperity. "The social security system 'should not be expected to do the Impossible. Unemployment amounting to 25 or 30 per cent of the working force, accompanied by widespread rural depression, is likely to put Impossible strains upon the best system of social services." He stresses the need for development of related programs, such' as veterans' services, education, public housing and recreation. Administration and financial responsibilities of the plan should be divided between the Do-' minion and provinces, Professor (Cassidy believes, but co-ordination land some reasonable approach to (uniformity throughout the country, under these circumstances, call for Dominion leadership with respect "to all aspects of the prob lem."
