Admitting the need for a reduction in the rates in the lower brackets, there still remains the problem arising from the fact that the income-per-house-hold is. in certain classes, at unnrecedented hpiVhts. Where perhaps formerly only one member of the household was working, there now may be several, ranging from the young boy or girl to grandpa and, for all we know, grandma. In the last war, such households found an outlet for surplus funds in silk, shirts and floor lamps. This time anil at this stage' -the night clubs and the race tracks are doing very well. There is, however, a large and very important group who find existing taxes a severe hardship. ! This is the group who have no additional earners in ' the household and who have been held down by wage ceilings to the same rates of pay as prevailed before the 1942 taxes hit the nation. The $50-per-week salary has taken a sad blow. Compared with negligible taxes on such a salary for a married man prior to the war, the total tax now is about 20 per cent. Such a cut in net income presents a real problem to the housewife, especially when prices of necessaries are indubitably higher. This plight of the person of small income should be dealt with at once. And. i the war, there should be revisions to relieve the situation affecting persons of larger income. Otherwise, progress will be impossible. The small business cannot survive under the present rates of taxation of proprietors even without the excess-profits tax.
