It is true that two by-elections have reduced its strength in the Legislature. These temporary reverses need not be taken as the shadow of coming events. But the Premier and his colleagues should recognize that the electors are not especially interested in the achievements of the past; they require visible assurance that promises are being implemented by action of a progressive character. They view the record to which the government points with pardonable pride as justification for bolder steps into the future. This is the demand of the hour. The people of the province have observed Mr. Hart's readiness to branch out on programs calculated to meet the more pressing problems which the aftermath of the war will present. They have not forgotten the warm reception given to the Premier's first move (d rehabilitation act nearly two years ago) to anticipate some of the complexities of reconstruction and rehabilitation in British Columbia. The sequel to that measure was the appointment of a Postwar Rehabilitation Council. Its ex haustive labors produced the Perry Report a docu- j ment wheh ranks highly among works of its. kind. ! So far, however, most of the proposals publicized are i dependent upon financial assistance from the Dominion government which eventually should be forthcoming. But what is the province doing in the realm in which the Coalition ministry has full jurisdiction? "We do not ask the question' in critical vein; it is asked in recognition of the fact that many British Columbians want action now. One of the important prerequisites obviously is the creation of a Department of Reconstruction. 'Such an agency of government could, among other things, deal with our own resources say where they are, what they are, and how they can be profitably utilized. The province should be defined into areas in order that practical schemes may be ready for the development of each region such as the planning of towns and villages and their concomitant expansion as full advantage is taken of the potentialities of the neighborhood concerned. Another urgent task which a Department of Reconstruction could undertake would be an intelligent housing survey, taking into consideraton the needs of every community whether small or large. The cabinet is aware that the Perry Report has many recommendations whose adoption need not wait on the authorities at Ottawa. The government nevertheless might, without delay, initiate a conference with the federal administration to discover the basic national plan for co-operative financing. Above all, however, Mr. Hart and his colleagues should understand the pressing need for speed. And as -an instrument of provincial policy, rehabilitation factfinding machinery was the Premier's own creation ; his three-party council has done an excellent job.
