The question has been discussed by the executive of the Civilian Protection Committee of the Ail. P. and it was agreed that nothing could be done until we had received the views of the military au-r thorltles and, if possible request a statement from them regarding the possibility of evacuation of the civil population in case of emergency pr hostile action in this area. The followini Is an excerpt from a statement under the signature of the officer commanding Prince Ru pert Defences: If the enemy decides" to attack this area it is exUernely unlikely that prior warning will be had. Therefore, no time will be available for the evacuaUon of the civilian population before the attack EvacuaUon during an enemy at tack will, of course, be imposslbla. Therefore evacuaUon can.only .be considered as occurring after hostile attack. The rapid move of the German armies through France in 1940 was aided to a very considerable degree by the civilian population blocking the roads, thereby preventing the rapid movement of our own t'.oops and equipment. No uncontrolled movement will be permitted during this emergency and the citizens are expected to provide their own protection in their own homes. The A. rt. P. have been somewhat dormant due to three causes first. the apathy of the people; second, the lack of volunteers for A. R. P. and, thirdly, to the depletion of our organization by our wardens and firefighters leaving to take up training in the home guard units. We who have Joined the A.R.P. have, over the war period, given of our time and energy in perfecting an organization so Jhat, if the time ever did arise, we would have available trained personnel to avoid the panic and confusion which would normally result when an emergency did occur and to care for some of the casualties, personal and material, with the aid of the first aid personnel, fire auxiliary, special police, wardens, etc. The people, individually and collectively, will require to shed this apathetic attitude, not towards A.
