SAVE TIME. ..SAVE 'FOOD LACKING IN MANCHURIA SHANGHAI, (Reuters Manchuria, currently a food surplui area, may next year become a food deficit area unless rehabilitation of power plants, factories, railway Installations and agriculture can be speeded up. The Chinese authorities, aided by the United Nations Relief and Rehabilitation Adminlstra tion, have made a start on their recovery program, but the region, which is nearly 23'2 times the size of theUnited Kingdom. Is partially -disputed by the conT slderable damage wrought by what I described locally as the "withdrawing forces of vandalism." Although, homes have been little damaged, according to a repsrt from UNRRA'S regional office at Mukden,, many railway facilities, factories and nubile utilities look like buildings that were wrecked by Internal explosion r mittedby fire. BEHIND SCIILDUM: Planting is behind schedule, and the percentage of unworked farmlands, increases In the area of Mukden. The various armies are blamed for this condition which has partially, resulted from confiscationwf many farm animals and the requisitioning of quantities of metal farm implements as scrap Iron. Damage to hydroelectric" facilities has impaired irrigation and rendered manv areas unproductive. UNRRA reports. "in an attempt to prevent the country from showing a food deficit. UNRRA;s program includes importation of livestock, fertilizers and Insecticides, and aid in the rehabilitation of factories and installations. Adyertl.se in the Dallv News. Moke this -30-day test! 1.
