Open 6 ajn. to 2 a.m. PHONE 173 "Pirate" Cab Driver to Be Eliminated City council's answer to the appeals of taxi operators whose protests against their less cru-pulous cab-driving competitors have echoed piteously through the City Hall chambers for weeks was brought down last night in the form of a bylaw to put all taxi-men under rigid city Primarily, it will eliminate the pirate" cab driver who in the past has allegedly been using his competitors' recognized taxi stands as a source of fares, thus undermining the business of men having recognized itaxl busi nesses. Despite the fact that these "pirates" had only a car, they could operate a taxi business, whole or part-time, merely by caving the city $5 for a trade license. The new bylaw makes some changes. With the exception of Third Avenue it allows taxi-men to claim exclusive parking rights in front of their' stands, and for bids any driver 0r operator to use any public place within the city as a stand other than that ex- nresslv designated on his license While the bylaw does not allow exclusive parking rights on Third Avenue, it does protect the taxi operators with stands on that street by forbidding other drivers to park only at their own recognized parking places. Thus it eliminates the possibility ,oi a continuance of "piracy." The bylaw also makes it com pulsory for taxi operators to carrv public liability Insurance of $5,000 for one passenger and $10,000 for two passengers. Cancellation of revocation of such an insurance policy automatically suspends the license of the1 vehicle which will not le renewed until the insurance is put back into effect. City taxi operators, many ot whom viewed the bylaw prior to its first reading in council last n'.sht, expressed themselves as favoring its regulations. The by law becomes effective July 15.
