Espionage Is Serious Alany Canadians Were Willing to Betray Their Country Carr and Rose King Tins OTTAWA KP; The fourth and final report of the Royal Commission on espionage, tabled in the House of Commons yesterday by Prime Minister W. L. Mackenzie King, confirmed the seriousness of a situation which the Commission had been asked to investigate, the Prime Minister said. The lengthy report added nine more names to the fourteen previously named but stated that, without further documents, it could not identify any non-Russian members of spy rings other than those around which the five-month probe had revolved. No instructions have yet been issued regarding the prosecution of the additionally named alleged spies. Among the nine further pcr-s6ns named are two women Agatha Chapman of the Bank of Canada and Freda Linton, former secretary of the National Film Board who had disappeared. Mr. King expressed concern over the facility with which Russian agents had been able to find Canadians who were ready to betray their country. Sam Carr, disappeared organizer of the Labor-Progressive Party, and Fred Rose, convicted Member of Parliament for Mon-treal-Cartier, were named in the report as principal cogs in the Canadian spy ring. The report further states that Dr. Allan Nunn Mays, the British scientist, Canadian uranium, used in atomic bomb manufacture, by plane to Russia. Particulars of how the Labor-Progressive party had been employed to obtain recruits for Russian espionage activity were revealed in the report. The report charges that "there exists in Canada a fifth column organized and directed by Russian agents in Canada and in Russia" and that in it "are several spy rings." There was an organization whose duty it was to procure false Canadian passports and other citizenship documents for use of agents in Canada or elsewhcVe. Information From Government Dep'ts The commission report said that Russia had obtained a great deal of secret information from a number of departments and agencies of the government through one of several parallel networks of Soviet espionage constituting a "Fifth Column" In Canada.
