GRAHAM AUCKLAND, N.Z., Q) New Zealand has been ruled for 11 years now by a labor government which has won three elections In a row. Difficulty In predicting whether it will be returned again at the general election toward the close of this year has been greatly Increased by the greatest reshuffle of electorates In the Dominion's history which has Just been announced. This reshuffle, which affects every electorate, has been made necessary by two factors. One Is the changing population distri bution. At the 1911 census there was practically an equal num ber of town and country dwellers. Today only 39.52 per cent of the population lives In the country. In 1881 three-fifths of the population lived in the South Island. Ever since there has been a steady movement to tnc north and today two-thirds of the people live In the North Island. ' The other great change Is the abolition of the country quota. Classified Advertising - - inodstrieds: 2c per word per insertion, minim 60c; Cards of Thank. Death Notices. Funeral Notices. LEWES, Sussex, England t Two dogs from Tolscombe, near here, killed 36 sheep, enough to provide 2,644 meat rations for a week. In the past it was held that as the country electorates were so much larger, and as the Dominion depended for its prosperity almost entirely on farm production, voting should be weighted In favorof the country. Consequently electorates in the towns had. a larger number of electors than those in the country. The Labor government maintained that every vote should have equal weight and abolished the country "quota so as to give every electorate an equal number of voters. This measure was bitterly opposed by the National. Party as present party strength li almost exclusively Labor In the towns and National In the rounlry. North Island Gains Seats As a result of the reshuffle the North Island gained a further two seas and now has 48 against the South Island's 26. About five mainly country seats have been replaced by electorates which are predominantly urban, while In other cases electorates have closed In around towns so that they now include a larger proportion of urban voters. The result, however, is not so much against the National Party as was at first expected, Seyeral of the new city seats comprise districts occupied largely by professional classes tl'Vln A t-A -n nlnlii V n t I n x n 1 ...
