OSBORNE BOX 202 . m l NEW MEASURES TO COMBAT CRIME Special Courts Presided Over By Judge Sitting Without Jury to Have Power of Death Sentence CAPE TOWN, Oi New measures to combat the current crime wave in South Africa have been announced by Justice Minister Lawrence. Special courts, presided over by a Judge sitting without jury, will be established soon, Mr. Lawrence told a gathering in Pretoria. These courts will have the power to impose heavier penalties and will be able to pass the death sentence for crimes of violence in which dangerous weapons have been used. The minister announced a three-year plan to Increase the strength of the police force to more than 10,000 men. New rates of pay for all ranks of the force Involving an increased expenditure of $1,410,000 a year on the basis of the present establishment, were also made public. Overseas manufacturers, who plan large industrial developments for 1946, will begin erection of buildings in Benoni, Transvaal, which will be the most extensive of their kind in South Africa. An American firm, expecting to employ 5,000 men, will produce refrigerators, elec- trie stoves, washing machines and radios. Difficulty hai been experienced by the town council in recent years in meeting the demand for sites as practically all the land has been taken up. It is believed that these difficulties can be overcome and that the town will soon have an industrial zone without equal on the Reef. More than 95.000 Italian prls-oners-of-war passed through Union camps-at the height of hostilities, officials of the department of the interior have disclosed. The most detained In the country at one time were 70,000 Italians and about 1,000 Germans. To date only 5,500 Italian prisoners-of-war have been repatriated from the Union, all of these chronic slcfc cases. More than 33,000 still remain in the country and the d,atc of their departure Is not yet known. No Italian prisoner has been allowed to settle in South Africa. An official of the department of the interior said that all prisoners-of-war would have to be repatriated before they could! apply for permission to immigrate to the Union.
