Recently he appeared before a United States Congressional com mittee wearing the typical fisherman's brown shirt and heavy brogues. He has had a lot to do with congressional committees in recent months. As head of the union, Captain McHugh led his men of the Boston trawler fleet through to a new contract with operators. They had waged a strike which lasted 164 days. The new contract provided for a 60-40 split of the catch for fishermen, a three-dollar-a-day allowance whlie in hospital and new pay rates for shore work. McHugh is fearless and out spoken. No more pretentious than when, he was Just another boy in Fox Harbor, he Is defin itely unhappy at lavish banquets and other functions which, as union chief, he must attend. He is still a fisherman at heart. Most fishermen on the North Atlantic know that, and visitors at- the Boston pier usually find him chatting with a group of his own men.
