While Turkey proclaimed herself a republic after overthrow of the decadent Ottoman empire in the Revolution 23 years ago, there were many who scoffed at the designation and contended that no sultnn ever held a firmer grip on his people than did iron-man Ataturk and his Successor, Inonu. I Public meetings were banned? Newspapers were suspended for qriticisnra the government disliked. The political police as efficient as any in the world had little idle time. ! While government supporters sftid the lowering of the' ban last December against political parties jas a natural evolution in a growing democracy, opponents contended i was a step niacin necessary by internal pressure and external frowns. Immediately after the ban was eliminated, four parties sprang up but df these only the Democrat party leaded by the old revolutionary and erne-time prime minister Celal Bayar resumed stature sufficient really to frighten the Inonu government. Bayar, long a hard-boiled critic of Inonu and his government, said he would refrain from participating in the national election on grounds that Inonu broke his pledge to the nation not to hold elections until the press and police laws had been eliminated. Inonu replied that Bayar's withdrawal from the elections was not unlike tactics used by parties in certain lands where failure to participate was designed to "accuse the government in the eyes of other states." But no effort was made to stem the growing political battle. The official paper Ulus announced that newspapers could support or condemn any party they wished without fear of reprisals. Then, in the heat, of the growing campaign, the court of appeals handed down what governmental students consider one of the most important decisions, in the history of the republic. It held that four newspaper writers, given prison sentences in the wake of the violent riots last December 4, which wrecked two newspaper plants, should be released from jail and given new trials. Turkey's adolescence in self-rule appears to be about over. BUDGET AND PROVINCE IN THE DOMINION BUDGET, fin- al proposals appear to be made to the provinces to relinquish their right to impose income taxes. In return for relinquishing income tax rights for five years the Dominion offers annual per capita payments of $15. It is further provided that in no case shall the Dominion payment be less than 150 per cent of the sum received by the province under the Wartime Tax Agreement.
