Pandit Jewaharlal Nehru is chairman of the committee. It is proposed to spend $660,000,000 annually on this scheme and to conscript 7.50,00') educated Indians to carry out the plan. The rcheme also includes an adult literacy program for both sexes, free nursery classes and the use of motion pictures and radio as part of the educational program. The committee suggests that the cost of the campaign could be met by the fund- lag of private agricultural debts throush'the state at a lower rate of Interest than at present.
