The brief stated that union shop agreements have been standard in B.C. coast, shipyards for 30 years and that, with the exception of the Prince Rupert dry dock, all shipyards and wooden boat yards have contracts embodying those fcafiires. "It Is the traditional condition on this coast, both in the depression ad in boom days. The union shop has always been 'recognized. We have found that ' where wc have a closed shop contracts more harmonious relationships prevail." Mr. McLeod said., , He said that in recent years four out of five conciliation boards had recommended union shop conditions. "The only alternative to the union shop is the1 disintegration of the labor movement," the brief stated. On the B.C. coast eight unions have 40 agreements with the employers embodying union shop clauses, the only exception being the Prince Rupert dry dock, the brief Asserted, adding that, "therefore, wc maintain that the Prince Rupert dry dock has. no valid reasons for refusing to sign union shop agreements." "The presence of non-union men in an Industry leaves th? door open for the employer to break down union conditions." The Terrace brief submitted that the present municipal revenue Is inadequate to maintain the roads and sidewalks in their present condition and makes it impossible for the village to re place its present wooden side walks with cement which Is needed because of Increased traffic. Government grants received by the village in 1945 totalled $323, as opposed to similar grants totalling $3,077, In 1929, the brief stated. Cost to the municipality for hospitalizing municipal patients was $311. about 10 per cent of taxation receipts. The govern ment grant last year was prac tically all used to pay the cost of hospitalization. "For these reasons" the brief states, "we desire a more ade quate income, which in our opinion, should be granted by the provincial .government. When wc consider that the provincial government pays n taxes on Crown property within the village, but draws revenue Irom the sale of hquor and from rcrtain licenser, ws think It reasonable to ask that" a proper prcnortlon of onv surplus be returned to the village."
