It looks like .a Rood deal has been made by the city in regard to the local civic centre project The city turns over to the federal government property on McBride Street between First and Second Avenues to a depth of five lots or 135 feet as the site for a Y;M. C.A. war services building. The. plans of the structure are being amended to meet the approval of the civic centre organization. Six months after the war the building will be turned over for civic centre purposes at a price settled upon by arbitration. Meanwhile the civic centre organization has no financial commitments and its funds are in no way jeopardized. So far so good but the point has1 been-raised lately that some sort of a civic centre should be brought into being without waiting for the war to end as the need is as great now as it may be at any time. Meantime, the civic centre has substantial funds available. The provincial rate for 1942 was 3.21 cases per 1000 population. Local figures are based on a highly nuthoratlve survey which sets the city's population at 13,-300. The wide hiatus between the record of local Incidence and ' that published by the provincial Public Health Department does not mean that gonorrhea and syphilis have taken a sudden upsweep here during the past year. It was made clear by Dr. Knlpe. "While it is probably true that the occurrence of veneral disease In Prince Rupert is i higher than the provincial average, the actual difference is jnot so great as. he figures in-Idicate," Dr. Knipe said. "The Prince Rupert Public Health .Unit Is advised of every case treated by a city doctor and Its statistics are based on all the cases that have occurred.
