Its mem bcrs maintain that efforts to se cute halibut with otter traw would lead to the use of fish Ing devices very destructive t; the bottom and injurious 'j the supply of halibut and c other bottom species. They also maintain that their present orderly system of contract mark eting, which minimizes waste and maintains the quality of the catch, will be Jeopardize.! if trawling for halibut develops. They claim that relatively few halibut are found on good sob and flounder grounds and that practically all of these can be returned alive to the water if handled promptly. The request of the Washington trawler fleet was supported by the International FUhermei. and Allied Workers of America and by the halibut vessel owners and fishermen of both countries. The halibut fleets contend that it would be unjust to permit vessels using trawls or other types of gear to shift from unrestricted fisheries to the already overcrowded fishery that the iongltne halibut fleet alone has been instrumental la rebuilding. The trawler and halibut fleets agree that In the interest of conservation of man-power and fishing equipment and for the maximum war-time produc tion of good-fish, the otter trawl fleet should devote Its activities. as at present, to the capture of the abundant species that no nher types of gear can catch effectively The halibut regulation are based upon the result of til. ologlral and statistical Investigation, carried out by the Co mm icon's taff of expert fishery biologists. The 1944 regulations are simi lar In most respects to those of last year. The coast is di vided into the same four regulatory areas, of which Area 1 lies south of WUlapa Harbor. Washington; Aica 2, between WUlapa Harbor and Cape Spencer, Alaska; Area 3, between Cape Spencer and the Aleutian Islands and Area t, along the Aleutian Islands and In the Bering Sea. Limits ate placed upon the total catch to be taker from Area 2 and from Area 3. The fishing season is opened In all areas at midnight of April IS and will end in Areas 1 and 2 when the Area 2 catch limit is reached and In Areas 3 and 4 when the Aiea 3 eaten limit is taken. These banks had I been so severely over-fished that I i t had become hardly worth while for the halibut fishermen to go out any more. Since the Commission was granted power to regulate the fishery, the .'tocks on these not th west banks have been developed until they now afford the finest halibut fishing anywhere in the world. The work of this Commission is an outstanding example of what can be accomplished by practical International cooperation. The Commission consists of I four members, two from eaeh country.
