Halibut quotas this year were 24,500,000 pounds for Area Two and 28,000,000 pounds for Area Three. The season in Area Two closed on June 15 this year, the shortest season for that area on record. Last year, the Area Three season ended November 30. . the world trade it could handle, even without subsidies. From a Prince Rupert citizen of long standing comes the suggestion that if this city were made a free port, it wouldn't have any trouble getting snipping. By removing the customs barriers outside the city limits and that also means 'beyond Port Edward the Prince Rupert waterfront would become one of the busiest on the coast. As a transhipment centre, customs free, he saw possibilities that many glasses of goods might be repacked and reshipped to ports in the Orient, Alaska and England. Only goods destined for the Canadian market would pay customs duty as they passed out of the city by rail. Incidentally. Quebec and San Francisco are laying plans to become free ports and Vancouver Intends to inves tigate the Idea. The annual conference between the International Fish eries commission and west coast halibut fishermen will be held this fall In Seattle at a date not yet announced and It Is likely that the subject of beam trawlers dragging on the halibut grounds will be Introduced. Since the Commission has jurisdiction only over the halibut fisheries It Is reasonable to assume that the fishermen may ask that the powers of the Commlslon be broadened to Include beam trawlers. Halibut men are almost unan imous In the opinion that beam trawlers damage the halibut grounds. They do it by indis crimmately dragging In young halibut and the smaller fish on which the halibut feed, the line fishermen say. In addition, black cod catches dwindle In areas worked by the trawlers. To prove it, they hold up an official report on beam trawl operations and their effect on black cod catches off the American mainland coast. This report says that in 1,500,000 pounds of black cod caught by beam trawlers In a recent season there were more Individual fish than there were In 11,000,000 pounds of black cod, caught by line fishermen in the same season. The Implication is that there are destroyed millions of young fish which otherwise would grow large and end their careers on the hooks of the long line fishermen. What sort of compromise will eventually result from these claims remains to be seen. Three hallbuit boats of the Canadian fleet have still to come in with their final catches from Area Three.
