JapAir Power Failing . . . ITTe eclipse of the Luftwaffe was one5f the most striking features in the decline and defeat of Nazi Germany. The failure of the Japanese air force is no less sitjmiican.. just as the" threat or use of air power was an essential feature in the' diplomatic ancSoilitary subjugation of Europe ' to he Nazis, so it was the principal weapon in making pos3iblc the vast congests achieved by the Japanese better f'Ji ''nt of 191 and the spring of 1942. The Japanese air f orEtgis still large and still founded on Inconsiderable industrial machine butt is proving inadequate to defend-the homeland against the devastating raids of superfortresses. jNor is it only over industrial cities hat the Japanese air force is failing in its task. The campaign in Bupna, now moving to its end, owed mulch of its success to the Allied domination of the skies, and the failure fully to appreciate this led to for Fun - and Health... The Japanese invasion of India through Manipur- was halted, and -the enemy forces destroyed, largely by movement of several divisions by air from India and elsewhere, while during the advance to Mandalay and to Jian-goon which followed this great enemy defeat, the speed of the British advances was maintained very largely by airborne: supplies, just as their direction was often determined by almost exclusively Allied use of aerial reconnaissance. In China, the Japanese preponderance in ground forces enabled the enemy, during 1944 and the early months of this year, to drive against the- American airfields with success, but their attempt to complete the process1 by the capture of the American bases in western Hunan has had no success. In the Pacific and East Indian-areas, the loss of airpower is proving equally serious for the enemy, for' it is leading, and in some areas Jias already led, to so complete a loss of seapower as amounts to the loss of effective communications. The maintenance of great American and British fleets with their air units, by a complicated system of air fields for land - based aircraft in reconquered territory, has already gone far to isolate from one another the main Japanese conquests, and make their piecemeal reduction possible. GORDON'S HARDWARE It is significant that throughout a political career without parallel in the Empire during this century, John Bracken has been identified with progress with progressive political movements. For more than twenty consecutive years he was Premier of Manitoba. He is today, the leader of a great national party, a arty' thUt is , young, virile, resurgent and above all else It is the belief of John Bracken that, however they may be expressed, in political or economic terma, the ideals of all men of goodwill in Canada, lire best embodied in three simple words Progress through Co-operation. And, farmer though he is, when John Bracken speaks of co-operation he is not thinking of docile cattle being driven , willy-nilly to pasture; nor a' flock of sheep forcibly fenced in and impotent to protest. To thisf' Canadian, that species of enforced, cd-ooefatfon wheit applied to human affairs and of which some of his opponents appear enamoured is the Very negation' of true co-operation ... a contradiction in terms best illustrated perhaps by the inmates of an internment camp. Not for John Bracken the delusion of a heaven ort earth densely populated with gestupo, disguised as bureaucrats ! Born irt a log cabin; the life of John Bracken is itself a triumphant vindication of his resolute belief in' his fellow men. Never defeated ut the polls, he won five straight elections as Premier. How? By consistently practising what he preached progress through1 cooperation. By enacting wise, far-seeing, beneficial legislation on behalf of the people. By using the first period of his Premiership to' restore to souhd health the unsound finances of the Province, by drastic economies, tax adjustments. By using the second period to develop natural resources and to build roads at low cost; By using his third and fourth terms as Premier, to embark on great schemes of recon struction, enlisting the co-operation of all political parties in the beneficent task he had set himself ,. . . Thiis through' year's as leader of the people John Bracken' won their co-operation by being, himself, the Heart' uhd; 8dUl' of co-operation. To make his government' truly progressive; he asked for and received the adVice of exjiert's' ih every field. He drew upon ability and tait'nt from whatever quarter- they carhe. Political advantage meant nothing to him: the good of the people, everything: By trusting them, he won their trust. Through difficult yeam their loyalty never wavered'. A remarkable1 m'ft'n, this John Bracken'. A political portent with his doffged inshtcn'et! on progress progress for tho people irt every department of national life. "How canany Government be progressive," asks John Bracken, "unless ALL th6 people participate' in it, for the good of all?"
