The British government has gone further pn the way towards ac-2ording self-government to India. The All Indian Congress is given" greater concessions. Through the retention of the viceroyship and mili-utdry command-in-chief, the British jovernment is still in the driver's jeat. As already said, the changed policy represents a measure of new leal for India. The whole situation is still difficult. Is This Looting? . . . Many reports of soldiers casually picking up civilian possessions in Europe are coming to light. Some of the newspapers have been carrying a picture showing a boy displaying a dial telephone which, the underlines say, his father, a senior American army officer, jerked from the wall of a German farmer's home. If, as it appears, this was a civilian telephone, doesn't this constitute looting? Possibly there is a legitimate explanation for the incident. But certainly officers should take, care to set a right example for the enlist-ted personnel. The Army undoubtedly has a rule against this sort of pilfering, but it seems to be loosely enforced. Picking up military souvenirs from the slain enemy, the battlefields, or dump heaps is one thing. Seizing the property of civilians is another. Any American or Canadian can picture how he would feel if an invader should enter his home and steal his radio, a picture, or a prized book. over by Aid. Nora Arnold, the president of the club. One of the pleasant features of the afternoon's proceedings was the presentation of a souvenir spoon to Mrs. J. A. Donnell, who was president of the club last year and who Is about to move to Nanaimo. Appreciative remarks were made by Mrs. Arnold. Mrs. Donnell replied appropriately. A letter of congratulations was ordered sent from the club to Very Rev. James B. Gibson, dean of St. Andrew's Anglican Cathedral, on the occasion of his election as Bishop of Caledonia. Mrs. A. T. At a pre vious meeting the delegates wer dismissed without receiving sat isfaction but later received a letter from the council advising them that transporttion would be resumed at a cost of $1.50 per month to each operator. For the protection of the girls, until more satisfactory arrangements could be made, this arrangement was accepted under protest for a period of 30 days. For two and one-half years the. council sup- piled protection for the opera tors who had to be on the streets near midnight due to the conditions prevailing in the city: then 6ut of a clear sky the City Council deckled that the streets were safe around midnight, and Informed the operators that transportation would be discontinued.
