Harvey Is Speaker Criticizes Mackenzie Kin; Reinforcement Policy Advances Own Party's Platform Major J. T. Harvey, Progressive Conservative federal candidate for Skeena, launched his election campaign in the city last nlsht when he appeared in battle dress before an audience of 150 in the Oddfellows' Hall. In an address lasting an hour, the city lawyer, now on leave from overseas duty, castigated the Mackenzie Kinj government on its reinforcement policy and cut- lined his party's program. Introduced by Dr. R. O. Large, president of the local Progressive Conservative Association, Major Harvey viewed the government's manpower policy in what he described as the angle of the men overseas. "Serving In the army 'has developed a .great pride in me fcr Canada," he said. "But one thing has robbed me of part of that pride the insistence of the government in refraining from putting into effect a fair system of sacrifice and service." The manpower crisis was the culmination of a long series of events and created a seething anger among overseas soldiers against the government. Should Have Started Right "Conscription would have been Accepted at ths start of the war and in 1940 but the government refused to do anything about it. The only policy that was fair and which could have provided sufficient reinforcements was threwn out. "The men were not angry against the home defence sol-dieTS. They laid the blame on the policy of the government which has brought disunity to the nation which will take vears to dis- 1 solve. "One man Is responsible for this disunity and he does not deserve to be perpetuated In office." Major Harvey denied that (there was any justification for considering the Progressive Conservative party reactionary. "There Is no reactionary party in Canada today and very few reactionaries. There Is nothing reactionary In John Bracken's background or platform. It is progressive. The type of candidates nom inated by the Progressive Con- servatlve party are men in whom you would have confidence to place your private business. You mould be equally careful in whom you place your public business." He reaffirmed his party's stand on the Jap question by stating that he was in favor of keeping the Japanese out of the province completely. "We cannot have them In the fishing Industry here. John Bracken has said that he will puih them back to the pastern ooraer oi me province. Tne ud- cral candidate takes the same stand as I do on this question but he Is not on as strong ground as I am because I have the back- tag of my leader." Bracken, .Major Harvey said, has promised a Peace River rail outlet through which grain would flow to Prince Rupert. He saw the heed of complete use of Prince Rupert 'as an Ocean port. "We must have shipping here. We must develop the port by ship subsidies. Ihe dry dock and port facilities must be maintained at full working capacity. Therein lies the future of Prince Rupert and Skeena riding." The candidate saw tree enterprise as the only practical system and said that the labor movement in the United States had disassociated itself with socialism in favor of the free enterprise system.
